Tháng 9/2011, Tổng công ty Xây dựng Bạch Đằng ký hợp đồng gói thầu A1 – Xây dựng tuyến cống nước thải: tuyến 1, tuyến 4, tuyến 5 và đường dẫn tới trạm xử lý nước thải Vĩnh Niệm tại quận Lê Chân, thành phố Hải Phòng.
Quy mô gói thầu: thi công xây dựng hai tuyến cống bao/áp lực thu gom và chuyển nước thải đến trạm Chợ Hàng và một tuyến cống áp lực vận chuyển từ trạm bơm Chợ Hàng đến Nhà máy xử lý nước thải Vĩnh Niệm, bao gồm các cống tự chảy BTCT DN800: 740m, DN1000: 313,5m; cống áp lực HDPE DN1000: 2.635m, DN630: 542m; cống áp lực ống gang cầu DN1200mm: 2.147m. Gói thầu A1 có giá trị hợp đồng gần 367 tỷ đồng, thi công trong 36 tháng.
Gói thầu A1 thuộc Dự án thoát nước mưa, nước thải và quản lý chất thải rắn Hải Phòng, giai đoạn 1. Dự án do UBND thành phố Hải Phòng làm chủ đầu tư, nguồn vốn cho dự án từ nguồn vốn vay ODA của Cơ quan hợp tác quốc tế Nhật Bản (JICA) và vốn đối ứng của Ngân sách thành phố Hải Phòng.
