Dự án Liên hợp lọc hóa dầu Nghi Sơn có tổng mức đầu tư theo Giấy chứng nhận đầu tư hiện nay là 9 tỷ USD, trong đó các nhà đầu tư góp vốn gồm: Tập đoàn Dầu khí Việt Nam (PVN) chiếm 25,1%, Công ty Dầu khí Quốc tế, Kuwait (KPI/KPE) 35,1%, Công ty Idemitsu Kosan, Nhật Bản (IKC) 35,1%, Công ty Hoá chất Mitsui Nhật Bản (MCI) 4,7%.
Liên hợp Lọc hóa dầu Nghi Sơn được xây dựng tại Khu kinh tế Nghi Sơn, huyện Tĩnh Gia, tỉnh Thanh Hoá. Công suất lọc dầu dự kiến đạt 200 nghìn thùng/ngày (tương đương 10 triệu tấn/năm) với nguồn nguyên liệu dầu thô nhập khẩu từ Kuwait.
Liên danh nhà thầu xây dựng dự án do Công ty JGC (Nhật Bản) đứng đầu và các nhà thầu khác như Chiyoda (Nhật Bản), GS E&C (Hàn Quốc), SK E&C (Hàn Quốc), Technip France (Pháp), và Technip Geoproduction (Malaysia).
