Sáng ngày 17/8/2017, UBND TP. Hải Phòng long trọng tổ chức khởi công các công trình hạ tầng kỹ thuật thuộc Dự án đầu tư xây dựng hạ tầng kỹ thuật Khu đô thị mới Bắc Sông Cấm. Dự Lễ khởi công có các đồng chí: Lê Văn Thành – Ủy viên Trung ương Đảng, Bí thư Thành ủy, Chủ tịch HĐND Thành phố; Nguyễn Văn Tùng – Phó Bí thư Thành ủy, Chủ tịch UBND Thành phố; Nguyễn Thị Nghĩa – Phó Bí thư thường trực Thành ủy, Trưởng đoàn Đại biểu Quốc hội Thành phố; các đồng chí nguyên là Lãnh đạo Thành phố; các đồng chí đại diện lãnh đạo các sở ban ngành của Thành phố, chính quyền địa phương; đồng chí Nguyễn Trọng Khải – Tổng Giám đốc Tổng công ty Xây dựng Bạch Đằng-CTCP và đại diện lãnh đạo các Nhà thầu thi công cùng đại diện các cơ quan thông tấn báo chí, truyền hình trung ương, địa phương đến dự và đưa tin.

Theo Quy hoạch phân khu tỷ lệ 1/2000 Khu đô thị mới Bắc Sông Cấm đến năm 2025, Khu đô thị Bắc Sông Cấm quy mô diện tích khoảng 324 ha, quy mô dân số khoảng 17.500 người, khu vực nghiên cứu quy hoạch nằm chủ yếu về phía bờ Bắc sông Cấm và một phần phía Nam sông Cấm trong khu vực địa giới hành chính các xã: Hoa Động, Tân Dương, Dương Quan (huyện Thủy Nguyên); phường Minh Khai (quận Hồng Bàng) và phường Máy Tơ (quận Ngô Quyền).

Dự án được quy hoạch gồm 4 khu chức năng chính theo trục Bắc – Nam và 3 khu chức năng phụ trợ. Trong đó, 4 khu chức năng chính gồm: Khu hành chính – chính trị, khu đa chức năng, khu thương mại, khu cảnh quan mặt nước. Trong đó 3 khu chức năng phụ trợ gồm: Trung tâm văn hóa, khu nhà ở cao tầng kết hợp khu đa năng, khu Thương mại và cảnh quan mặt nước. Bố cục không gian tổng thể khu vực quy hoạch sẽ thấp dần về khu trung tâm hành chính – chính trị, tổ chức hai trục không gian chính theo hướng Bắc Nam và theo hướng Đông Tây.

Thiết kế cảnh quan đô thị dọc các trục đường chính là các công trình điểm nhấn như: các tòa nhà, các công trình kiến trúc nhỏ, điêu khắc…; hệ thống cây xanh đường phố, hệ thống các trang thiết bị biển báo, đèn đường sẽ được nghiên cứu thiết kế riêng để tạo điểm nhấn đặc trưng riêng của từng khu phố.

Với mục tiêu xây dựng khu trung tâm hành chính – chính trị TP.Hải Phòng trở thành đô thị năng động và thịnh vượng bậc nhất phía Bắc Việt Nam; có kết cấu giao thông, cấp thoát nước, cấp năng lượng, chiếu sáng đô thị, thông tin liên lạc, cây xanh, xử lý nước thải, chất thải rắn… đồng bộ, hiện đại. Dự án xây dựng Hạ tầng kỹ thuật Khu đô thị mới Bắc Sông Cấm được Thủ tướng Chính phủ phê duyệt chủ trương đầu tư tại Quyết định 1131/QĐ-TTg ngày 24/6/2016, tạo ra bước đột phá trong phát triển đô thị Hải Phòng. DA có tổng mức đầu tư hơn 9.899 tỷ đồng từ nguồn vốn ngân sách thành phố và các nguồn vốn hỗ trợ hợp pháp khác. Thời gian thực hiện Dự án là 24 tháng.

Dự án gồm 4 hạng mục: Xây dựng hệ thống hạ tầng kỹ thuật KĐT mới Bắc Sông Cấm; xây dựng hệ thống giao thông chính KĐT mới Bắc Sông Cấm (tổng chiều dài khoảng 9,958 km); xây dựng đê tả sông Cấm, chiều dài khoảng 2.016m và xây dựng Cầu Hoàng Văn Thụ (đã được khởi công đầu năm 2017).

Các nhà thầu thi công là Tổng công ty Xây dựng Bạch Đằng – CTCP; Công ty CPXD và Đầu tư 122 Vĩnh Thịnh; Tập đoàn Việt Úc; Công ty CP tập đoàn đầu tư xây dựng HJC; Công ty CP Xây dựng và vận tải Hải Phòng; Công ty CP 471; Công ty CP Xây dựng dịch vụ và thương mại 68; Công ty CP đầu tư xây dựng E CON; Công ty TNHH xây dựng Hoàng Lộc; Công ty CP đầu tư thương mại – XNK Việt Phát.

Tổng công ty Xây dựng Bạch Đằng – CTCP là doanh nghiệp mạnh của ngành xây dựng, là doanh nghiệp có uy tín, thương hiệu trong việc thi công các công trình công nghiệp, dân dụng, giao thông, hạ tầng kỹ thuật… Đối với Dự án này, Tổng công ty trúng gói thầu 3.26 và gói thầu 3.27 – những gói thầu có ý nghĩa đặc biệt quan trọng của Dự án. Từ nhận thức đó, Tổng công ty cam kết tập trung máy móc thiết bị hiện đại và nhân lực thi công đảm bảo kỹ – mỹ thuật và chất lượng, đảm bảo ATLĐ, về đích đúng tiến độ yêu cầu.

Dự án xây dựng hạ tầng kỹ thuật KĐT Bắc Sông Cấm mang ý nghĩa quan trọng, khởi đầu cho việc khởi công xây dựng Khu đô thị mới Bắc Sông Cấm trong năm 2018, góp phần xây dựng Hải Phòng trở thành Thành phố Cảng xanh, văn minh, hiện đại, là đô thị trung tâm với các ngành dịch vụ, công nghiệp cấp vùng, là trọng điểm phát triển kinh tế biển của cả nước.
