Dự án cải tạo nâng cấp Quốc lộ 21-2 là gói thầu lớn trong dự án cải tạo nâng cấp toàn tuyến Quốc lộ 21 (Nam Định – Thịnh Long) thuộc hợp phần nâng cấp của dự án cải tạo mạng lưới đường bộ, dự án cải tạo nâng cấp quốc lộ 21-2 dài 57km nối liền trung tâm chính trị, hành chính của tỉnh là thành phố Nam Định với các cùng kinh tế trọng điểm phía nam tỉnh.Trong đoạn tuyến quốc lộ 21 (Đoạn Lạc Quần – Thịnh Long) được Bộ GTVT đầu tư tại quyết định số 4900 ngày 22-12-2005, với tổng mức đầu tư gần 480 tỷ đồng (GPMB và xây lắp), chiều dài 32,9km. Tuyến đường này đã được quy hoạch đường cấp III đồng bằng, giai đoạn 1 nâng cấp đạt tiêu chuẩn cấp IV đồng bằng; các đoạn qua thị trấn, thị tứ thiết kế theo tiêu chuẩn đường đô thị;xây dựng 4 cầu mới, các công trình phụ trợ đồng bộ. Dự án do Bộ GTVT làm chủ đầu tư, PMU18 làm đại diện chủ đầu tư, đơn vị trúng thầu xây lắp là iên danh nhà thầu Tổng Công ty xây dựng Bạch Đằng và Công ty cổ phần đầu tư, thương mại và xây dựng giao thông I.
Phát biểu tại buổi lễ khởi công, đồng chí Chủ tịch UBND tỉnh đã cảm ơn sự quan tâm của Chính phủ, Bộ GTVT, Ngân hàng thế giới đã đầu tư phát triển hạ tầng kỹ thuật phục vụ phát triển kinh tế xã hội của tỉnh, đồng thời cam kết với Chính phủ và Bộ GTVT tiếp tục chỉ đạo các sở, ban, ngành chức năng của tỉnh và các địa phương nơi dự án đi qua phối hợp chặt chẽ với PMU18 và nhà thầu tạo mọi điều kiện thuận lợi để dự án được thi công hoàn thành đúng tiến độ.
