Địa điểm của dự án:
– Phía Bắc giáp đất khu dân cư và tuyến đường vành đai cầu Vòm – Ninh Phúc;
– Phía Nam giáp đường đê sông Vạc;
– Phía đông giáp khu dân cư xã Ninh Phúc;
– Phía Tây giáp đường vành đai cầu Vòm – Ninh Phúc.

Dự án đầu tư xây dựng “Khu công nghiệp sạch Phúc Sơn và khu nhà ở công nhân, nhà ở thương mại ” được Ủy ban nhân dân tỉnh Ninh Bình giao cho Công ty CP Đầu tư xây dựng Bạch Đằng TMC – Tổng Công ty Xây dựng Bạch Đằng làm Chủ đầu tư theo quyết định số 1312/QĐ – UBND ngày 03 tháng 11 năm 2009.

Nằm chạy dài trên trục đường 40m nối Quốc lộ 1A với trung tâm Thành Phố Ninh Bình, song song với đường cao tốc Hà Nội – Ninh Bình đang xây dựng. Dự án được hình thành do sự phát triển nhanh của nền kinh tế hội nhập quốc tế và những yêu cầu về cơ sơ làm việc, các khu nhà ở công nhân đạt tiêu chuẩn về vệ sinh thiếu hụt trầm trọng cả về số lượng, chất lượng. Đến nay vẫn chưa có khu công nghiệp nào đạt yêu cầu về môi trường và điều kiện ăn ở, sinh hoạt cho công nhân. Vì vậy dự án: “Khu công nghiệp sạch Phúc Sơn và khu nhà ở công nhân, nhà ở thương mại” tại phường Ninh Sơn, xã Ninh Phúc, thành phố Ninh Bình là phù hợp với nhu cầu phát triển chung của tỉnh Ninh Bình, đem lại nhiều lợi ích và hiệu quả kinh tế xã hội.

Dự án được thiết kế không gian mở, xanh – sạch – đẹp, có nhiều công viên cây xanh, khu vui chơi giải trí, trường học, trong đó dành khoảng 25ha để xây dựng khu nhà ở công nhân, nhà ở thương mại và 118ha đất làm hạ tầng kỹ thuật có các điểm đấu nối điện, nước đến từng lô đất phục vụ cho các nhà máy xí nghiệp, các công ty kinh doanh, sản xuất hàng hóa.

Hiện Công ty CP Đầu tư Xây dựng Bạch Đằng TMC đang hoàn tất các thủ tục để khẩn trương tiến hành giải phóng mặt bằng, san nền, thi công hạ tầng kỹ thuật. Công trình sẽ khởi công vào tháng 11/2010 và hoàn thành tháng 11/2013.
