Lễ Khởi động “Chương trình phát triển đô thị quốc gia dựa trên kết quả cho khu vực miền núi phía Bắc”

Ngày 30/9/2014, tại Hà Nội, Bộ Xây dựng phối hợp cùng Ngân hàng Thế giới (WB) tổ chức Lễ Khởi động Chương trình phát triển đô thị quốc gia dựa trên kết quả cho khu vực miền núi phía Bắc.

Bộ trưởng Trịnh Đình Dũng phát biểu tại buổi Lễ

Tới dự buổi Lễ về phía Bộ Xây dựng có Bộ trưởng Trịnh Đình Dũng; Thứ trưởng Phan Thị Mỹ Linh; lãnh đạo các Cục, Vụ chức năng thuộc Bộ. Về phía WB có ông Abhas Kumar Jha – Giám đốc Đô thị, Giao thông, Quản lý rủi ro thảm họa khu vực Đông Á – Thái Bình Dương của WB; bà Victoria Kwakwa – Giám đốc WB tại Việt Nam cùng các chuyên gia thuộc Chương trình. Buổi Lễ còn có sự tham gia của đại diện các Bộ ngành liên quan, lãnh đạo các tỉnh, các đô thị trong Chương trình.

Chương trình phát triển đô thị quốc gia dựa trên kết quả cho khu vực miền núi phía Bắc (gọi tắt là Chương trình đô thị miền núi phía Bắc) đã được Thủ tướng Chính phủ phê duyệt Danh mục tài trợ vay vốn Ngân hàng Thế giới tại Quyết định số 189/QĐ-TTg ngày 25/01/2014. Chương trình được triển khai nhằm từng bước cụ thể hóa “Chương trình phát triển đô thị quốc gia giai đoạn 2012-2020” và “Chương trình Nâng cấp đô thị quốc gia (NUUP) giai đoạn 2009-2020” đã được Thủ tướng Chính phủ phê duyệt với một trong những mục tiêu cơ bản – cải thiện cơ sở hạ tầng đô thị, điều kiện vệ sinh môi trường và nâng cao mức sống cho người dân, phát triển kinh tế – xã hội bền vững tại các thành phố, thị xã thuộc 07 tỉnh miền núi phía Bắc: Bắc Kạn, Cao Bằng, Điện Biên, Hòa Bình, Thái Nguyên, Tuyên Quang và Yên Bái.

Phát biểu tại buổi Lễ, Bộ trưởng Bộ Xây dựng Trịnh Đình Dũng – Trưởng Ban chỉ đạo Chương trình phát triển đô thị Quốc gia nhận định: khu vực miền núi phía Bắc là địa bàn có ý nghĩa hết sức quan trọng về nhiều mặt, song năng lực phát triển nhìn chung còn thấp, với mức bình quân thu nhập đầu người thấp nhất cả nước, tỷ lệ hộ nghèo cao, trình độ quản lý hạn chế; do đó trong chiến lược phát triển, Chính phủ Việt Nam dành ưu tiên rất cao cho khu vực này. Chương trình phát triển đô thị miền núi phía Bắc phù hợp với các chủ trương định hướng của Chính phủ, được kỳ vọng sẽ góp phần thúc đẩy các đô thị phát triển hiệu quả, bền vững và công bằng, thông qua việc cải thiện mức độ tiếp cận các dịch vụ đô thị cơ bản như nước sạch, thoát nước, quản lý chất thải rắn…; thông qua việc nâng cấp đô thị cho các khu vực nghèo, thu nhập thấp. Chương trình cũng ghi nhận tầm quan trọng của việc xây dựng các cơ chế hiệu quả cho công tác lập kế hoạch, đảm bảo nguồn tài chính cho đầu tư nâng cấp hạ tầng đô thị, tăng cường năng lực quản lý cho các cơ quan quản lý đô thị, nâng cao năng lực cho cán bộ địa phương đồng thời nâng cao nhận thức cộng đồng về vai trò trách nhiệm của Chính quyền địa phương.

Nhân dịp này, Bộ trưởng Trịnh Đình Dũng đã bày tỏ sự cám ơn sâu sắc WB – đối tác quan trọng luôn thể hiện sự quan tâm lớn đến sự nghiệp phát triển kinh tế – xã hội của Việt Nam nói chung và sự phát triển của các đô thị Việt Nam nói riêng. Đánh giá cao sự hỗ trợ quý báu của WB dành cho khu vực trọng yếu này, Bộ trưởng khẳng định: Bộ Xây dựng với vai trò là cơ quan điều phối của Chương trình sẽ phối hợp chặt chẽ cùng các Bộ ngành TW và Chính quyền địa phương các tỉnh, triển khai Chương trình một cách hiệu quả, tối ưu hóa nguồn vốn ODA do WB tài trợ.

Đại diện cho nhà tài trợ, bà Victoria Kwakwa – Giám đốc WB Việt Nam chỉ rõ: nếu quản lý đô thị tốt thì các đô thị sẽ phát huy được vai trò hạt nhân, động lực phát triển kinh tế, góp phần xóa đói giảm nghèo cho đất nước. Do vậy, song song với đầu tư xây dựng và nâng cấp hạ tầng đô thị, Chương trình rất chú trọng tới vấn đề tăng cường năng lực quản lý. Để Chương trình được triển khai tốt, bà V. Kwakwa lưu ý rất cần duy trì mối quan hệ lâu năm và có sự trao đổi đối thoại thường xuyên giữa các bên liên quan; trong vấn đề này, vai trò của Bộ Xây dựng vô cùng to lớn. Bà cũng bày tỏ tin tưởng sâu sắc vào sự phối hợp chặt chẽ của Bộ Xây dựng và các Bộ ngành liên quan với WB, đồng thời cam kết WB sẽ tích cực hỗ trợ để Chương trình được triển khai thực hiện thành công.
